Dr. Belle Wheelan
President of the Southern Association of Colleges and Schools Commission on Colleges
Dr. Wheelan currently serves as President of the Southern Association of Colleges and Schools Commission on Colleges and is the first African American and the first woman to serve in this capacity. Her career spans over 40 years and includes the roles of faculty member, chief student services officer, campus provost, college president and Secretary of Education. In several of those roles she was the first African American and/or woman to serve in those capacities.
Dr. Wheelan received her Bachelor’s degree from Trinity University in Texas (1972) with a double major in Psychology and Sociology; her Master’s from Louisiana State University (1974) in Developmental Educational Psychology; and her Doctorate from the University of Texas at Austin (1984) in Educational Administration with a special concentration in community college leadership.
She has received numerous awards and recognition including six honorary degrees; the Distinguished Graduate Award from Trinity University (2002), and from the College of Education at the University of Texas at Austin (1992); Washingtonian Magazine’s 100 Most Powerful Women in Washington, DC (2001); the AAUW Woman of Distinction Award (2002); the Suanne Davis Roueche National Institute for Staff and Organizational Development’s Distinguished Lecturer Award (2007); the John E. Roueche National Institute for Staff and Organizational Development’s International Leadership Award (2010); and the AACC Leadership Award (2011); the John Hope Franklin Award from Diverse Issues in Higher Education for outstanding leadership in higher education; and the Educational Testing Service (ETS) Terry O’Banion Prize in Education from the League for Innovation in Community Colleges.
She holds and has held membership in numerous local, state and national organizations including Rotary International; Alpha Kappa Alpha Sorority, Inc.; the American College Testing, Inc., Board of Directors; American Association of Community Colleges, Board of Directors; the Lumina Foundation for Education, Board of Directors; the President’s Round Table of the National Council on Black American Affairs; the National Black College Alumni Hall of Fame, Board of Directors; Excelencia in Education, Board of Directors; National Society of Collegiate Scholars, Community College Honorary Board; Next Generation Learning Challenges, Advisory Panel; Project GOALS (Gaining Online Accessible Learning Through Self-Study); and the National Student Clearinghouse, Board of Directors.
Dr. Wheelan attributes her success to hard work, endurance, tenacity, and being in the right place at the right time. She recognizes that prayer and support from family and friends make anything possible. Dr. Wheelan is the mother of an adult son named Reginald.
Jason A. Tyszko
Executive Director of the Center for Education and Workforce at the U.S.Chamber of Commerce Foundation
Jason A. Tyszko is executive director of the Center for Education and Workforce at the U.S.Chamber of Commerce Foundation. Through events, publications, and policy initiatives, the Center for Education and Workforce—in partnership with Chamber members and business leadership seeks to cultivate and develop innovate thinking that spurs action to preserve America’s competitiveness and enhance the career readiness of youth and adult learners.
Tyszko’s prior experience focused on coordinating interagency education, workforce, and economic development initiatives. In 2009, he served as a policy adviser to Illinois Gov. Pat Quinn’s administration and as a member of the Executive Committee that directed more than $10 billion in investments to aid in the state’s recovery. While in the Office of the Governor, Tyszko chaired the interagency Job Training Working Group and developed Illinois Pathways, the signature public private STEM education strategy included in the state’s Race to the Top proposal.
In addition, Tyszko was deputy chief of staff and senior policy adviser to the Illinois Department of Commerce and Economic Opportunity. There he oversaw the design and launch of the STEM Learning Exchanges, an innovative network of statewide public-private partnerships tasked with coordinating planning and investing to support regional STEM education and workforce programs. He further provided lead staff and policy support to the Illinois Workforce Investment Board.
Tyszko also managed innovative technology projects. This included the build-out of integrated education and workforce statewide longitudinal data systems and the implementation of the Illinois Shared Learning Environment, a transformative learning management system that enables personalized learning through integrated data in a cloud environment.
Tyszko received his Master of Arts from the University of Chicago and his Bachelor of Arts from DePaul University. He is a certified teacher in the state of Illinois. Tyszko resides in Washington, D.C.
Carol D’Amico
Executive Vice President, National Engagement and Philanthropy, USA Funds
Carol D’Amico is a nationally recognized expert in designing and leading strategies related to higher education, workforce development, and business-led involvement in education reform.
As USA Funds®’ executive vice president, National Engagement and Philanthropy, D’Amico plays a key role in developing national and state-based philanthropic initiatives involving the higher education, business and workforce development sectors. USA Funds’philanthropic and investment activities advance USA Funds’guiding principle of Completion With a PurposeSM, building a more purposeful path for students to and through college and on to rewarding careers and successful lives. She joined USA Funds in August 2013.
D’Amico served in the U.S. Department of Education as assistant secretary for adult and vocational education from 2001-2003. While serving as a senior fellow in education and co-director of the Center for Workforce Development at the Hudson Institute, she co-wrote “Workforce 2020.”The book describes the demographics of the future U.S. workforce and the challenges in preparing the American workforce to prosper in the global economy.
She also previously was executive vice president and chancellor of Ivy Tech Community College of Indiana, where she was responsible for the development of statewide strategy and programming and workforce development to boost the state’s economy. Additionally, D’Amico has served as president and chief executive officer of Conexus Indiana, a manufacturing and logistics initiative.
D’Amico has chaired and served on several national- and state-level boards, including a multi-term appointment by President George W. Bush to the Institute for Education Sciences and appointments to the National Advisory Committee on Institutional Quality and Integrity and the National Assessment Governing Board.
She serves on The U.S. Conference of Mayors Business Council and the board of the Indiana Secondary Market, and is a past member of the Indiana Commission for Higher Education. D’Amico holds a doctoral degree in educational leadership and policy studies and a master’s degree in adult education and organizational development from Indiana University.
